Assess the effectiveness of government-based IT services

Abstract

With the rise of neoliberal ideas in the last decade of the last century, the trend in development initiatives shifted from state-led to market-led development, leading to the emergence of the so-called “New Public Management” (Heldena, Uddin). , 2016, p.12., Akbar, et al, 2015, p.5).
Pursuant to the new principles of public administration, priorities for government performance have shifted to focus on efficiency, effectiveness, citizen service, participation, and transparency (ibid, 2016, p. 12, Rhodes, et al, 2012, p. 235).
The new public administration proposes a strategy to reform government performance by redefining management practices in line with the market economy to make governments more responsive to citizens' expectations, achieve greater accountability for results, and emphasize transparency, efficiency, and decentralization. In order to reduce the size of the state to achieve the goal of rationalization (ibid, 2016, p.11., Morales, et al, 2014, p.3.,),
The new public administration aims to improve accountability, increase efficiency, and reduce corruption, requiring reliance on information and communication technology (ITC) as a key tool to achieve these goals, as well as developing and enhancing opportunities to improve performance in government institutions (Xinli, 2015, p.2., Kumar, et al, 2014, p.6., Weerakkody, et al, 2013, p.1., Cordella, Bonina, 2012, p. 512, Cordella, Willcocks, 2012, p, 2., OECD, 2003, This has resulted in the emergence of a new model of government performance based on ICTs as a means of enhancing public service delivery capabilities, improving the responsiveness of citizens' expectations, improving public services and providing better and more equitable services. This entails the need to develop methods for measuring and evaluating information technology-based government performance (Cordella, Bonina, 2016, p. 12, Arnaboldi, et al, 2015, p.2).
